Flats and Maisonettes

The planning regime for flats and maisonettes differs in many important ways to that which covers houses.

Bear in mind that the permitted development rights which apply to many common projects for houses do not apply to flats.

 

Planning Permission

To subdivide a house into multiple units you must obtain planning permission.

If your house is a listed building it is likely you will need listed building consent and you should contact your local planning authority for advice before you start work. Works to a listed building that affect its special historic character without consent is a criminal offence.

If your flat is in a conservation area and your proposals involve an element of demolition then you may need to apply for conservation area consent and you should contact your local planning authority for advice.

Building Regulations

  • Conversions of properties require approval under the Building Regulations.
  • You may need to consult the Fire Service regarding issues relating to fire escapes.
  • The Housing Act 2004 requires that sub-divided buildings meet standards and houses in multiple occupation are licensed. Read more about the Housing Act 2004.

I want to build an extension to my ground-floor flat.

Planning Permission

To add an extension to your flat you must apply for planning permission.

I want to change the windows of my flat.

Planning Permission

You may need to apply for planning permission to fit new windows (such as double-glazing) in your flat or maisonette. You will not need planning permission to add internal secondary glazing.

You should not need planning permission if you are fitting windows which are identical, like-with-like replacements. However, if the new windows differ in appearance or size to those you are replacing (for instance, different glazing patterns) you may need to apply for planning permission.

Local policy and interpretation of the rules covering changing windows in flats varies from council to council and you are advised to contact your Local Planning Authority for advice before starting work.

I want to install a satellite dish for my flat.

In certain circumstances, you will need to apply for planning permission to install a satellite dish on your flat or maisonette.

I want convert a space above a shop into a flat

Planning Permission

You may be able to convert space over a shop (and certain space over premises with a display window), or over a ground floor office, into a single flat without putting in a planning application if you can answer yes to the following requirements:

  • The space is in the same class of use as the shop or office to start with (either Class A1 or A2).
  • The space is not in a separate planning unit from the shop
  • You will not change the outside appearance of the building
  • If there is a display window at ground floor level, you will not incorporate any of the ground floor into the flat

Building Regulations

The regulations define this as a ‘material change of use’ and specify the requirements with which, as a result of that change of use, the whole or part of the building must comply (e.g. those concerned with escape and other fire precautions, hygiene, sound insulation, and energy conservation).

The whole, or at least part, of the building may therefore need to be up-graded to make it comply with the specified requirements.

Refurbishing old bathrooms

Building a new bathroom gives you more freedom to express your designing style than refurbishing an old one, and it is  a great way to add value to your home  and also comfort for your family.

Double shower
1) Installation of electric shower
2) Installation of a free standing electric cooker in kitchenette
Specification
1.  The best location for the shower is over the bath in the bathroom at the top of the stairs.
2.  The electric shower, Triton or Mira type 7.5kW output, would require the input of both a plumber and electrician;
3.  The shower will require mains pressured water – already in the bathroom – and a dedicated electric supply.  This latter will need to come from the fuse board adjacent to the back door with its own direct fused supply from the board;
4. Bathroom is not tiled so we would need to fit some waterproof covering to the walls adjacent to the shower – the contractor suggest we use perspex sheets jointed in the corner with mastic

5.  The best cooker location would be the room at the eastern end of the Mews which already has a kitchenette.  The electrician will check the supply but would hope this would be easily rectified if problematic….We are not sure about the water supply to the sink here but again would hope this might be easily rectified;

Central Heating

There is something contradictory about having plumbers in your house. Firstly, since I’m home schooled they are there all day and although they are upstairs, manage to get in our way, play music I don’t like, and just invade personal privacy (I mean, come on, I didn’t want my bedroom floorboards pulled up)

But, in a way, far outweighing the bad points, there is this wonderful promise of CENTRAL HEATING. I haven’t had central heating in my bedroom for, well, er, maybe 7 or 8 years.

I know, I know, you all had that when you were my age too, but this is different – we’re in the 21st Century, right?

It reminds of the engineer who came to fix my laptop a year ago, and I took him into a room, where the laptop was, and he started working.

After a while, I asked him if he wanted a cup of tea.
“Is it paussible I coold have a leetle heeting?” He wanted to know.

It was then I realised that he’d put his coat back on and his hat, scarf and gloves.
It was a funny moment.
“I’ll get someone to bring the fridge in” I informed him.

Maybe I should have said it with a smile on my face? He might have got the joke then?

But then, it was much more delightful for me to watch the look of incredulous horror on his face….
